    • Reserve the Community Center Form,  (Must be a Highland Green Resident) [pdf, 64 kb]. If you wish to reserve the community center for an event or meeting, please save this fillable PDF form to your own computer desktop, using a different name. Example: Use “ReserveCC-EventDate”. Open the newly named PDF and fill in information, save again to your computer desktop.     • Senior Property Tax Stabilization Program (Basic summary, the applicant must be 65 or older, applying for primary residence, must have at least ten cumulative years of ownership of a home in Maine. The years of ownership do not need to be consecutive, nor does it all need to have been at the home in Topsham. There are no income restrictions. Application is annual between August 1 and December 1. (Completed applications should be submitted directly to the Town Office.),
